How to File a Notice of Arrival/Departure
All NOA filing must be transmitted electronically to the National Vessel Movement Center (NVMC) Web Site at www.nvmc.uscg.gov, or www.uscg.mil which can answer most questions and provide downloadable advance NOA forms.

Please be aware, that while this regulation is known as the “24 Hour Notice,” there are some timing regulations depending upon the length of the voyage: The NOA must be submitted at least 96 hours prior to arrival at the first U.S. port. Vessels on voyages of less than 96 hours must submit their NOA prior to departure from the last foreign port but not less than 24 hours prior to arrival. Example: If your voyage is 72 hours, you must submit your NOA before departure. If your voyage is 18 hours, then you must submit your NOA 24 hours before arrival.
